Background information on the advertised work packages
The advertised work packages are part of the Tanzanian German Program to Support Health (TGPSH), which aims to improve the quality and quantity of health services, including access to health insurance.
The work packages aim to improve the performance of selected healthcare facilities on the one hand in neonatology, including the availability of equipment, (Output 2) and on the other hand in the area of reproductive health, including obstetrics and family planning after birth, (Output 3).
The work packages should include the following activities:
Work package 1: care of newborns
- Build and improve the capacity of health care personnel to ensure adequate care for newborns. A patient-centered approach must be followed that also takes into account parents and their needs.
- Establishment of continuous learning processes (including training of health workers; training of mentors for newborn care and support of continuous mentoring; supervision, peer learning processes, maternal and perinatal death surveillance and response (MPDSR); establishment of teams for quality improvement)
Work package 2: emergency care for obstetrics (and neonatology) (EmONC)
- Strengthening the mentoring system and supervision
- Establishment and improvement of the basic and comprehensive obstetric and neonatal emergency care using a patient-centered approach to care (specialist training, regular use and evaluation of partograms; further training of mentors in the prevention of birth-associated asphyxia ; further training of anesthesia nursing staff; training to carry out training courses on how to perform them Caesarean sections; introduction of the use of safe blood products; mentoring and supervision; peer-to-peer learning)
- Training in the prevention and treatment of asphyxia
- Establishment of continuous learning processes (use of quality improvement teams, use of practical training equipment, training for MPDSR reviews)
Work package 3: family planning (FP)
- Integration of counseling in the field of family planning into pregnancy care, postnatal care and the vaccination program (including situation analysis / literature research, development of SOPs and training materials, training of mentors, monitoring)
- Development and implementation of interventions to change behavior for service providers in the field of family planning (including literature research and KAP study on promising interventions, concept development, monitoring)
- Development and provision of (youth-friendly) information, education and communication materials (IEC)
Work package 4: Management capacities and data quality and usage
- Development and / or improvement of the management capacities of the personnel in the health facilities in the following areas:
- Supply, medication and inventory management and documentation
- Budget planning / prioritization for supplies and medicines
- Management of patient transfers
- Workflow management
- Establishment of a standardized collection of patient data and patient record management
- Improvement of data quality and usage in the areas of neonatology, EmONC and FP
- Build and / or improve the capacity of health care personnel in the area of maintenance and planned preventive maintenance (PPM) of medical equipment.
Tasks and wanted profile for the position of team leader
Tasks of the team leader
- Overall responsibility for all advertised work packages
- Technical advice in all work packages
- Ensuring the quality of the results and services of the short-term specialists
- Ensure that all clinical training is in accordance with national standards and guidelines and that of the WHO
- Ensuring quality control of the implementation of clinical training, mentoring and interventions for capacity development in the area of management
- Participation in and contribution to national technical working groups
- Contribution to knowledge management and ensuring smooth data and knowledge transfer (documents, instruments, training materials, posters) to the GIZ person responsible for the subcontract during and at the end of the project
- Ensure the coherence and complementarity of the services of the contractor (ARGE Health Focus / evaplan) with other services provided by the program at local and national level
- Strategy development, implementation, monitoring and evaluation of capacity development measures for local partners in the areas described in the work packages
- Consideration of cross-cutting issues (e.g. gender equality)
- Personnel management, in particular identification of the need for short-term assignments within the available budget, planning and control of assignments and support for local and international short-term specialists
- Ensuring impact-oriented monitoring
- Regular, timely reporting
- Responsibility for controlling the use of funds and financial planning in consultation with the GIZ responsible for the subcontract
- Support for the GIZ person responsible for the subcontract in updating / adapting the project strategy, evaluating and preparing a subsequent phase
- Maintaining contacts with other implementation partners, development partners etc.
Qualifications of the team leader
- Education / Training : University degree in medicine and completed specialization in obstetrics / gynecology or general medicine plus a master's degree in public health or a Master of Science degree in public health / health-related areas
- Language : C2 language skills in English and German
- General work experience : 10 years of work experience in the health sector
- Specific work experience : 5 years of work as a clinician , 5 years of work experience in improving the quality of health care with a focus on reproductive health, maternal or newborn care
- Leadership / management experience : 5 years management / leadership experience as a project team leader in health projects
- Regional experience : 2 years of experience in projects in low and middle income countries
- Experience in development cooperation (development cooperation) : 5 years experience in development cooperation projects; Experience with GIZ or in GIZ programs is desirable
