Business for Health Solutions (BHS) is an innovative private sector approach to health systems strengthening in Africa.

We work to develop the capacity of local healthcare companies. We do this by facilitating remote technical assistance from highly-skilled corporate volunteers, supporting promising African enterprises across the healthcare value chain.

We believe our model of “sharing global expertise, building local capacity” through our projects, sustainably increases the capacity of local healthcare enterprises to deliver quality, affordable and accessible health products and services to families and communities.

Following a successful pilot in 2019, BHS is now scaling-up in Tanzania and other African markets, benefiting local healthcare enterprises in distribution, drug manufacturing, health insurance and service provision. Volunteer experts have been drawn from global employees of Novartis, Merck, UnitedHealth Group and other US based hospital chains.

BHS is an initiative of the Global Development Incubator (GDI), a global non-profit that launches social impact start-ups, and is supported by Foundation Botnar, a charitable foundation and catalytic funder, and Partners in Food Solutions, a successful non-profit which has proven this project model in the food processing and agricultural sector.

The initiative currently consists of a small global team based in Tanzania, Rwanda, Switzerland and the US. BHS is currently seeking to recruit a Monitoring, Evaluation and Learning Officer who will be in charge of the performance monitoring and evaluation portfolio in Tanzania, as well as ensure improvement in a robust data management and delivery of services. The successful officer will also perform other roles within MEL with guidance from the responsible director.

Job Description

Main Responsibilities of MEL Officer

The MEL Officer is responsible for the monitoring and evaluation of project implementation to improve performance and impact, building the capacity of BHS staff, network members and partners in MEL, and promoting MEL knowledge transfer internally and externally, as well as to document and communicate project achievements and lessons learned. S/he works in close collaboration with the BHS team in-country. The position reports to the East Africa Regional Director and works closely with the East Africa programs team members (Tanzania, Kenya, Rwanda), as well as the global team (Switzerland, US).

Key MEL Responsibilities Include

  • MEL Tool Development and Data Management
    • Support the development and implementation of data collection strategies under supervision of the Regional Director to evaluate project outcomes and impact
    • Develop/ Adopt an integrated database of all projects and ensure accountability through regular data updates, data integrity and working in collaboration with the program specialist
    • Work with clients to ensure the collection of relevant and appropriate data needed for an effective MEL system which will be utilized in monitoring strengths, weaknesses and gaps in existing projects/ programs and services and for reporting on donor commitments.
    • Incorporate field, volunteers and technical team feedback to ensure the continuous improvement of data management systems within BHS projects.
    • Ensure data quality and availability for ongoing project work
    • Liaise with local associations and government for advocacy efforts
  • Monitoring and Reporting
    • Develop M&E plans for all client projects and ensure the same is followed up during implementation
    • Carry out data collection and quality assessments regularly for MEL data based on agreed indicators to guide decision making
    • Review monthly progress reports from project team and ensure they have evidence to back-up and provide feedback to the respective stakeholders
    • Maintain and update the overall BHS indicators tracking framework and align it with specific client project indicators
  • Assessments, Surveys and Evaluation
    • Provide technical support and coordination efforts to monitor and evaluate projects
    • Liaise with the Programme Specialist to ensure that all new and ongoing projects adhere to accountability requirements by initiating baseline surveys for new projects and conducting relevant evaluations for ongoing projects to meet BHS standards.
    • Ensure that the BHS team learns from all final evaluations of completed projects for decision making and improvement of project designs.
    • Coordinate all project assessments, evaluations and performance evaluation tasks including planning and reporting on the same.
    • Coordinate the review of all survey and assessment reports prepared to ensure quality and accurate reporting.
    • Timely plan and initiate all pre and post intervention assessments.
  • Learning and capacity building
    • Provide any necessary content for regular reporting.
    • Keep abreast of new approaches and tools on MEL and provide training to BHS staff as requested. Enable staff to monitor and evaluate their own efforts, gather relevant data and produce required progress reports.
    • Support the documentation of project achievements and lessons learned in various instruments including project case studies.
    Qualifications

    Preferred Qualifications And Experience
    • Masters or bachelor’s degree in Statistics, Economics, Monitoring & Evaluation, Demography, Population Studies;
    • At least 5 years’ direct experience in a position of monitoring and evaluation of small and medium scale projects.
    • Demonstrated experience in data processing and management of small and medium-scale surveys.
    • Demonstrate strong understanding of health impact framework and their measurement
    • Demonstrated experience of statistical packages and advanced computer skills (word-processing, spreadsheets, and databases) are a must;
    • Strong experience in conducting research studies including the entire evaluation cycle, from design and formulation to implementation, data collection, analysis and presentation of results and recommendations.
    • Good oral and written communication skills both in English.
    • Must be result focused and be able to work under pressure and tight deadlines.
    • Excellent interpersonal skills and the ability to work well within a multicultural team environment;
    • Strong analytical skills.
    • Knowledge and experience in implementing of either health care or social protection programme is an added advantage

    Additional Information

    Contract Period and Location

    This position is part-time. Consulting days will be invoiced monthly (@ 8 hours per working day) up to a maximum of 10 days per month

    The position is based in Dar es Salaam, Tanzania, with a small amount of expected travel to secondary cities in Tanzania (e.g. Tanga, Arusha, Mwanza, Mbeya, Dodoma, etc.) or to regional meetings (eg. Nairobi). Travel is not expected to exceed 10% of working time.

    The role will be contracted by BHS at an agreed USD gross daily service rate.
