Background
Tanzania Home Economics Association (TAHEA) is a national professional organization of nutritionist, home economics, agriculturists and other related social science professions. TAHEA envisions ‘A democratic society with better livingConditions’; with the Mission to improve the socio-economic conditions of the society through advocacy and capacity building on agriculture, food and nutrition, health and environment in collaboration with other stakeholders.


TAHEA implements the ‘Meeting Targets and Maintaining Epidemic Control (EpiC) project in Dodoma and Iringa region. EpiC is a 5 years’ global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID), dedicated to achieving and maintaining HIV epidemic control. The project provides strategic technical assistance and direct service delivery to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming.

In Tanzania, EpiC will be implementing an HIV service delivery project among key and priority populations, adolescent girls and young women; and orphans and vulnerable children which aims to reduce HIV infections in pursuit of reaching 95-95-95 goals.


To achieve this goal, the program will support targeted prevention and case finding strategies at community level amongst the targeted populations. TAHEA is implementing partners that is implementing the project in Dodoma region and Iringa Regions.
TAHEA is seeking for qualified candidates to fill the following vacancies  in Dodoma (Dodoma city, Kondoa&Chemba) and Iringa(Mufindi).

Community Engagement Officers (4 Positions)
The Community Engagement Officer under TAHEA will work in collaboration with Biomedical technical officer at regional levels and community in respective Council to implement HIV prevention program targeting population at risk, Vulnerable Adolescent Girls and Young women, female sex workers and MSM, s/he will monitor the implementation of the SBCC, structural and gender activities in compliance with the overall regional work plan. S/he will play a key role in ensuring that the Community activities (SBCC, structural and gender activities) are conducted according to the National standards and EpiC standard operating procedures, and that beneficiaries receive quality services; s/he will also play a crucial role in supervising and building the capacity of Peer Educators, Navigators and mobilizers for effective and efficiently implementation of activities during outreach activities (mobile testing and moonlight approaches) for HTS provision.

She will be managing all community activities through conducting progress review meetings in monthly basis with all peers (educators, mobilizers, navigators) and health care providers. She/he will be coordinating the case management team with health facilities and community for continuum of care. Also, will be responsible in monitoring Gender based/Intimate partners Violence cases includes status of referral and linkages. The Community Engagement Officer will report to the Program Manager.

Main Accountabilities and Responsibilities
A: Community Engagement
• Supervising and Managing all peers (educators, mobilizers, navigators), by making sure community activities are well planned and implemented to facilitate Comprehensive HIV service provision (HTS, PrEP, HIVST, TB, GBV and Family planning)
• Supervision of HTS service including mobile testing, self-testing and index testing to reach key population
• Supporting AGYW/FSW/MSM Peer (Educators mobilizers, navigators) to roll out SBCC Training among AGYW/FSW/MSM in respective community
• Supporting Peer (educators, mobilizers, navigators) during Community works including demand creation, group education, individual education, outreach services for bot moonlight and mobile testing and client’s referrals and linkages
• Supervising and supporting formation of PrEP groups in the project by making sure groups are managed by the team members for sustainability in working area.
• Supervising and monitoring community activities includes SBCC activities to ensure Peer(educators, mobilizers, navigators) have all required tools etc.
• Work in collaborative with LGAs in managing community engagement portfolio
• Coordinate and support the Peers (educators, mobilizers, navigators) to implement and monitor the timely implementation of comprehensive HIV services and provision of friendly services to all KVP clients
• Manage peer educators and peer navigator to ensure proper planning and implementation of community engagement related activities like demand creation, group, and individual education sessions
• Support PEs to ensure that vulnerability index tool administered and filed for all AGYW enrolled in the project.
• Support establishment of case management team in conjunction with health facility
• Work with project and district officials to facilitate community engagement trainings to, peer educators and navigators and other relevant training required
• Support integration of HTS with other biomedical and behavioral intervention to key population  

B: Networking
• Establish effective work relationship with other stakeholders and CHMT partners on program activities
• Work with Peers (educators, mobilizers, navigators) to identify and link KVP clients to other implementing partners for psychosocial support.
• Work collaboratively with other project team members to ensure necessary program planning, development, and management activities function smoothly and efficiently and in an integrated manner

C: Monitoring, Evaluation, Learning, and Reporting
• Prepare monthly and weekly route plan for the project to reach targeted population. Prepare document experiences, briefs, and success stories
• Monitor Peers (educators, mobilizers, navigators) and Providers implement plans and progress of community engagement portfolio as per project targets
• Provide weekly update and monthly report to Program Manager.
• Conducting weekly performance for Peer (educators, mobilizers, navigators) to assess performance and share area of improvement
• Working closely with the Data Manager to evaluate data and program progress.
• Conducting monthly meetings with Providers, Peer (educators, mobilizers, navigators) to share progress in a specific month and plan for the next month

Qualifications and other requirements specific to the role
• Medical degree holders with 3 to 5 years of relevant experience working with KVP groups at the community level; or Bachelor’ degree in public health, social work or other related degree required, 3 to 5 years of relevant experience working with KVP at the community level.
• Knowledge of health and development programs in Tanzania including familiarity with the national KVP, youth and gender guidelines, standards and protocols.
• Experience in programs serving KVP and addressing gender norms. Demonstrated cultural sensitivity and sound understanding of the needs of KVP and other vulnerable groups.
• Experience in working with LGA, NGOs, CBOs and health facilities to implement public health projects , especially those working with vulnerable populations.
• Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
• High degree of proficiency in written and spoken English communication.

Biomedical Technical Officers (3 Positions)
Position Overview:
Biomedical Technical Officer (BTO) will be responsible to coordinate the implementation of EPIC Project biomedical serviceBiomedical Technical Officers (3 Positions) at TAHEAs to the assigned council. He/she will work closely with Central team, RHMT and CHMT to ensure provision of high quality biomedical services including HIVST, PrEP, HTS, Family planning, Screening and referral for STIs, Gender Based Violence and TB.Also, in coordinating linkages and adherence support for HIV care and treatment to clients in their assigned council

Roles and Responsibilities:
Planning:
• To participate in the Comprehensive Council Health Plans (CCHP) meetings and ensure USAID EPIC activities are included in the respective CCHP.
• Liaise with Community Engagement Officers to map hotspots and develop a directory of all hotspots where beneficiaries are found at the council level.
• Conduct weekly review of the list of index developed by service providers and ensure all the providers conduct index testing services with fidelity (index sexual Partners/contacts elicitation and tracing)

Coordination and Supervision:
• With support from the Project Manager & DMO’s office, he/she will be responsible to liaise with DMOs office to secure Government biomedical providers who will provide biomedical services at the community level respectively.
• Actively participate into development of monthly operation plans in close collaboration with community engagement officers for targeted and focused HTS outreaches to the mapped hotspot areas and reach KVPs
• Assist in organizing training/orientation to biomedical providers to be engaged in USAID EPIC monthly operation plans and maintain the list of Service Providers working with USAID EPIC project.
• Monitor and coordinate community-facility referral and linkages services for health related services including care and treatment, Family planning, STI & TB screening and treatment, and GBV services • Liaise with DACC and the DMO office to obtain commodities, supplies and government M&E Tools for Biomedical services.
• Supervise biomedical providers and ensure monthly planned activities are implemented and all Service Providers are reaching their allotted targets with fidelity.
• Provide technical support and mentorship to the biomedical services providers within the assigned districts in order to ensure they meet standard of performance as per the government guidelines and project SOPs (including IQC/EQC and proficiency test).
• Work closely with the CHMT members in performance monitoring, joint supportive field supervision at the site/council level and ensure the outcomes of the visits clearly documented and recommendations implemented.
• Jointly work with facility implementing partners at the council level to develop a sound Bi-directional referral network but also quality of services is provided to KVPs.
• Ensure all service providers properly fill all required National and Project M&E tools and timely submission of service reports appropriately, including monthly summary reports to the catchment health facilities.
• Ensure council service providers are reporting their daily performance through WhatsApp groups and other agreed channels for real time data.
• Develop and timely share daily/weekly updates and monthly reports for all biomedical services.

Qualification and experience
• At least 3-5 years’ experience working in KVP-focused, HIV/AIDS Community projects.
• A certified clinician with good experience in HIV/AIDS programs, a sounding knowledge on HIV/AIDS care and treatment.
• Possessing a medical degree will be an added advantage.
• A good team player with demonstrated skills and experience in leading and coaching the team.
• Ability to network and maintain professional relationship with the LGAs and other stakeholders at the Council level.
• Excellent written, presentation, communication and organizational skills in both English and Kiswahili
• Good understanding of council level healthcare system
• Flexible to work beyond normal working hours.

DATA CLERKS (3 Positions)
Main duties and Responsibilities:
• Support the Monitoring and Evaluation officer (M&E) to conduct entry of project data for HIV Testing services, Family planning, Pre-Exposure Prophylaxis (PrEP), Tuber Tuberculosis (TB) and Sexual Transmission Diseases (STD) into designated database.
• Perform routine data review and collection data for all project indicators from catchment health facilities.
• Support the assessment of quality of primary source data through checking the completeness, precision, validity and timeliness of data reports.
• Work closely with peer educators (PEs), peer navigators (PNs) and community health workers (CHWs) at community level to support collection and reporting of data.
• Assist the M&E officer in keeping records of all the data reports collected from field activities.
• Support M&E officer to conduct periodic verification and routine data quality (RDQA) assessment at facilities and council level to ensure data quality at all times
• Offer on-job training i.e. (data management, M&E tool recording and uses) to staff and community workers i.e. PE, PN and CHWs.
• Ensure all data (primary and secondary) are securely collected, organized and kept in accordance/ compliance with national data management and confidentiality guidelines.
• Ensuring data quality through review of completed reporting tools submitted to custody offices by field officers and other project affiliates.
• Ensure that files and other documents are stored safely and well arranged in an organized manner.
• Performs other related tasks as required by the organization.  

Education and Experience:
Qualification: • At least a Diploma in Information Technology, sociology, community development or equivalent. Additional training in Monitoring and Evaluation, community mobilization, counseling is of added advantages.

Working Experience:
• At least 1 year demonstrated experience working in monitoring and evaluation activities related to health/ HIV prevention, Care and Treatment Programming.
• Knowledge of health and development programs in Tanzania including familiarity with the national KVP, youth and gender guidelines, standards and protocols.

Linkage and Case Management Officers (2 Positions)
Position Description:
The Case Manager will work with Community technical officer and biomedical officers to implement HIV prevention program targeting population at risk in the region. He/she will work with team to reach, serve and maintain Vulnerable Adolescent Girls and Young women, female sex workers and MSM, s/he will monitor the implementation of case linkages during the process of pre counselling, post counselling as well as linkages of positive diagnosed KVP to care and treatment Centre Will monitor all activities related to community ART initiation, case retention to care of all identified, diagnosed HIV positive clients as well as returning to care of all clients who missed appointment and lost to follow. She/he will be responsible in making sure that all Navigation process are well established, conducted and maintained according to Care and treatment standards. He/she will play a key role in ensuring that client centered approach is well observed and adhered during service provision to KVP positive clients.

He/she will make sure KVP HIV positive clients are linked to structural intervention for economic strengthening activities and managing gender issues. She/he will also play a crucial role in supervising and building the capacity of Peer navigators of key and vulnerable population through conducting progress review meetings in monthly basis. She/he will be coordinating the case management team with health facilities and community for continuum of care. Also, will be responsible in monitoring Gender based/Intimate partners Violence cases includes status of referral and linkages. Case Manager will report to Program Manager and work closely with the Regional Biomedical technical advisor.

Roles & Responsibilities
• Liaise with Districts Community-Based HIV coordinator (DCBHCO)
• Liaise with facilities and peer navigators for enrolment of clients from the community
• Liaise with facilities for retention of clients on ART and provide feedback to facilities
• Manage Client Appointment and ART Refill
• Manage and Track Missed appointment
• Support community-based ART services by managing appointments for refills
• Manage lost to follow and return to care
• Provide mentorship to peer navigators
• Act as a link between peer navigators and facilities
• Supervise peer navigation teams
• Facilitate post GBV linkages and track feedback for GBV survivors
• Tracking and reporting of all completed and non-completed referrals (GBV, STI, HTS AGYW, FP etc)
• Daily follow up on cases management by the team, from each service delivery point in close relationship with Biomedical field officer
• Reconcile and compile data into the regional tracking register and the regional partner listing and outcome register, and maintain it on weekly basis
• Follow up on all open cases who do not have an outcome yet and ensure that all escorted / tracked beneficiaries receive an outcome
• Conduct sites visits for at least 70% of the time
• Working with Data manager/M&E Officer to report tracking and partner listing and outcome data to the MER team in the region using referral from feedback (Vibutu)
• Prepare weekly and monthly reports related to tracking services and partner notification and success stories, as needed
• Participate in meetings at CSO level and related CHMTs meetings
• Document best practices for linkage for KVP
• Perform other duties as assigned by line manager


Qualifications and experience
• Diploma or bachelor’s degree in clinical management, nursing, social work, counselling and psychology

Project Managers (2 positions)
TAHEA is looking to recruit a Project Manager based in Iringa and Dodoma. The Project Managers will be responsible for leading participatory development, implementation, monitoring, evaluation and learning of the planned interventions in line with the assigned project objectives. The Project Manager reports to Programs Manager. The Project Manager coordinates people and processes to ensure that TAHEA’s USAID EPIC project is delivered on time and produce the desired results within scope and allocated resource envelope. S/he will also be expected to work closely with THEA Epic national and regional programming team, as well as the regional innovation team

Roles and Responsibilities:
Project Planning;
• Review the project proposal, budget, targets, key performance indicators and ensure that the planning is realistic (Measurable, Reportable & Verifiable), both in terms of budget and implementation. Develop detailed work plans and budget in coordination with the respective partners as required
• Assist project staff and partners to develop their plans in line with the required project objectives and deliverables.
• Support the project team by providing longer-term vision, strategic direction and appropriate planning aligned with TAHEA regional network plan.

Project Implementation;
• Review the project plans annually to ensure that they are realistic, both in terms of budget and overall project plan.
• Work with the concerned staff and partners to ensure effective implementation of the project..
• Regularly review & track the project progress against milestones and take corrective action where required, raising issues with the concerned personnel as needed timely and professionally.


Project Management;
• Promote and maintain effective partnerships with the partners and beneficiaries.
• Guide and lead the project team to achieve specific goals, objectives and Key Performance Indicators (KPIs) of the project.
• Ensure that work is appropriately delegated and staff members are empowered to carry out tasks independently where appropriate matching their skills and capacity.

Knowledge and Experience

At least five (5) years’ experience in managing projects funded by international agencies or development partners.
• At least three (3) years’ experience in a management position with Local or international organizations.
• Understanding of priority, key and vulnerable population programing and related policies and guidelines.
• Track record of delivering project goals within deadlines and budgets across public and private sectors and with NGOs

Data Managers (2 Positions)
The purpose of this job is to strengthen the health information systems of Epic project to ensure the maintenance of high quality program data. This role is also responsible for capacity building of TAHEA Epic and supported health facility staff on data management.  

Major Duties and Responsibilities:
• Assist in the implementation of data management strategies to contribute towards the achievement of TAHEA strategic objectives;
• Participate in the development and maintenance of the documentation and data management guidelines for TAHEA to avoid any breach of confidentiality and to ensure that safety to all information is observed;
• Review and approve CRF design, data review ground rules and database design in accordance to the Standard Operating procedures and protocol of the programs and the IT department;
• Assist in the standardization of data management procedures to ensure all staff adhere to the same guidelines provided to them by TAHEA;
• Conduct data cleaning, back-up, design and programming of a clinical database to ensure system efficiency and effectiveness in the project sites
• Review, analyse , and validate program data through review of patient’s files to ensure consistency, integrity, and accuracy based on project specific guidelines;
• Carry out scheduled stress tests on the different databases that are in use at TAHEA to identify any loopholes that require to be addressed to ensure proper functionality;
• Query data inconsistencies and revise case report forms in compliance with standard operating procedures, client guidelines and regulatory agency guidelines to ensure strict adherence from all staff;
• Provide expertise in all areas of data management through weekly staff meetings, workshops and training to ensure all staff are updated on the current trends in data management and have the required skill to work on the system;
• Assist data clerks to collaborate with Site coordinator and finance staff to ensure that funds provided for IT maintenance and internet are timely and used for the right purpose in the purchase of internet and anti-virus packs for the system;
• Conduct quarterly updates of the IT inventory from the facility level to ensure all facilities are adequately equipped with the necessary equipment to avoid any system downtime;
• Train and build capacity of TAHEA program staff in the use of Data and database for the monitoring of site’s performance and to address any issues that may arise from non-performance;
• Review data collection tools used against the required reports and provide advice and assistance in the improvement of these tools to create efficiencies in the system;
• Review monthly NACP reports prepared by the data clerks to ensure information provided is of high quality and timely submission to the site coordinator;
• Run frequent queries for extraction of data from CTC2 database as required for donor uses as well as TAHEA for program improvement.;
• Carry out quarterly data verification and collection activities, upload the data into Glaser system and respond to urgent queries from staff, donors and partners;
• Compile and prepare monthly and quarterly data reports for analysis and donor use and ensure that the information provided is accurate and of high quality; and
• Collaborate with Programme Officer Quality Improvement to conduct Quality Improvement performance measurement from data collection, data entry, and data verification to ensure data collected from the facilities is accurate and of the standard required by the donors and management.


Qualifications

DREAMS Program Officer (1 Position)
Main Accountabilities and Responsibilities
• Oversee the design and roll-out of a DREAMS package of services for AGYW (may include Stepping Stones Curriculum, health service demand creation activities including HIV testing and counseling and linkage to care, creation of safe spaces, GBV screening, scale-up of adolescent-friendly health services, support for economic strengthening activities and roll-out of parenting curricula, etc.)
• Implement use of a vulnerability index to understand risks of AGYW; utilize mapping tools to understand HIV acquisition among AGYW.
• Lead efforts to strengthen quality of demand generation and service provision for AGYW.
• Strengthen capacity of and provide technical support to Tanzanian civil society organization (CSO) partners to deliver the above services.
• Ensure that project strategies and activities addressing youth are evidence-based and in line with state-of-the-art, globally recognized best practices; as well as aligned with GoT, PEPFAR and EpiC standards, protocols and guidelines.
• Ensure that the project engages youth in all stages of the project to promote youth leadership and ensure that youth perspectives are taken into consideration.
• Promote integration across a range of services for youth to take a holistic, familycentered approach to improving their wellbeing.
• Ensure all youth-focused strategies are gender-sensitive and promote equitable programming.

Qualifications and other requirements specific to the role;-
• Social Science degrees or Clinical degree (nurse, physician) with 3 to 5 years of relevant experience; or
• Bachelor’s Degree with 3 to 5 years of relevant experience in provision of PEPFAR DREAMS services to AGYW at community level.
• Experience working with AGYW aged 15-24 years; familiarity with evidenced-based strategies for reducing their vulnerability and providing targeted services; familiarity with the PEPFAR DREAMS package of services.
• Knowledge of health and development programs in Tanzania including familiarity with the national youth guidelines, standards and protocols. Familiarity with Tanzania public health sector at multiple levels; experience working with GoT stakeholders.
• Familiarity and experience with USAID/PEPFAR-funded programs.
• Experience in programs serving KVP and AGYW. Demonstrated cultural sensitivity and sound understanding of the needs of vulnerable youth.
• Experience in technical capacity building of Tanzanian CSOs, especially those working with AGYW.
• Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
• High degree of proficiency in written and spoken English communication.
• Well-developed computer skills.

Assistant Project Accountant (1 Position)
Position Description:
The assistant accountant will be supporting an accountant and finance department to coordinate and supervise financial activities of the project. This shall include the timely preparation and submission of financial and accounting reports and documents including cash books, payment vouchers, bank reconciliation statements, budget compliance reports and any other financial reports that may be required by EpiC project.

Roles & Responsibilities

• Preparing financial documents such as invoices, bills, and accounts payable and receivable
• Completing purchase orders
• Managing payroll
• Completing financial reports on a regular basis and providing information to the finance team.
• Assisting with budgets planning and reviews.
• Completing bank reconciliations.
• Entering financial information into appropriate software programs
• Managing day-to-day transactions.
• Recording Project expenditures and ensuring these expenses are within the set budget ceilings.
• Assisting the finance department and senior accounting staff members with various tasks, including preparing budgets, records, and statements
• Handling accruals and pre-payments
• Reviewing computer reports for accuracy and meticulously tracing errors back to their source
• Resolving errors in financial reports and correcting faulty reporting methods.


Qualification and experience
• Holder of bachelor degree in accounting and finance or equivalent qualification from a recognized institution.
• Experience of at least three (3) years in working with Donor funded projects
• Holder of CPA Professional is an added advantage
• Must be computer literate
• Knowledgeable on accounting packages will be an added advantage. 

Social Economic Empowerment Officer-SEEO (1 Position)
Roles and Responsibilities
• Cooperate with LGA and empowerment workers to identify the eligible beneficiaries to be mobilized into groups
• Conduct weekly and monthly data collection and reporting of program progress in weekly and monthly basis
• Facilitate empowerment workers in WORTH+ groups maintenance.
• Monitor WORTH+ groups on and weekly basis by Reviewing and sharing reports written by Empowerment worker
• Take part in community committees and advisory groups
• Educate the beneficiaries to actively protect themselves and their sexual partners from HIV infection
• Ensure roll out of BCC sessions to AGYW before joining WORTH+ groups
• Gain trust from the community so to facilitate their participation in program’s activities
Support Empowerment Workers on promote and encourage AGYW on the use of static and mobile biomedical service (DIC, CBHTC+, HBTC+) by informing beneficiaries on days and time of services
• To review the WORTH+ registers completed by empowerment workers on weekly basis
• Ensure empowerment workers train groups/ management Committee on banking tools and monitor their attendance and payment register,
• Provide weekly support to each empowerment workers and WORTH+ group as required by program
• Participate to monthly meetings with Empowerment Workers.
• Perform other duties as assigned by supervisor.

Qualification and experience
  • The job holder is required to have sound knowledge, skills, attitude and experience in facilitating and mobilizing community to address the development challenges. 


Essential Criteria
• Bachelor degree/ advance diploma in related fields, Sociology, Community Development and social work from a recognized University
• Minimum 3 years of working experience with development and community work
• Computer literate and proficient using MS Word, MS Excel and Internet/Email applications
• A minimum of 2 years in similar roles, including working with NGOs/CBOs/FBOs partners of varying capacities and experience.
• Knowledge of community-based approaches in working with community at different levels/stages
• Leadership and management skills
• Proven facilitation, monitoring and evaluation skills;
• Excellent interpersonal and communication skills and ability/willingness to mentor and train
• Demonstrated high levels of self motivation, integrity and initiative;
• Able to communicate comfortably in both Kiswahili and English.
• Knowledge and familiarity with the structures and responsibilities of LGA.
