The Data Use Partnership (DUP) is a Government-led initiative that is improving the national health care system through better use of health information. DUP aims to strengthen the digital health and build local capacity so that everyone - from government policy makers to health workers to patients – can use health information to make more informed decisions, leading to a healthier Tanzania.

 

The DUP supports the implementation of Tanzania's Digital Health Investment Road Map, and the Digital Health Strategy 2019-2024. The Road Map outlines 17 investment recommendations for using data to improve health services and outcomes. Specifically, these recommendations aim to build robust health system governance structures, health information systems, increase data use to identify and solve problems, measure performance and allocate resources; and for health workers use data to track clients, support clinical decisions and provide services efficiently and build local capacity in technology and governance.

 

Included within the Investment Roadmap is the work to strengthen systems for management and supervision of facility performance.  A key part of this work is use of a digital system to facilitate health facility supervision processes, before, during and after the supervision visit, and to manage and facilitate the use of facility supervision data.

Facility Supervision digital system development is ongoing and is leveraging the open source technologies and DHIS2 platform. As a result, the Ministry of Health (MOHCDGEC) through DUP now wishes to facilitate DHIS technical training to designated technical officers in order to equip them with necessary technical capacity to manage the digital system. It is important to have a training in technical aspects of the software so that there is a full understanding of the system and assured capacity to maintain it over time after expiry of third-party support post – development.

 

  1. OBJECTIVE

The Government of Tanzania  (MoHCDGEC) through DUP is seeking to engage a consultant with demonstrated skills to undertake the work of developing and conducting special DHIS training course package. The partner will work very closely with DUP team in a short period consultancy. Expected outcomes are equipping trainees with knowledge on:

  • Technical fundamentals of DHIS2
  • Design & Configuration: DHIS2 Tracker
  • DHIS2 Server Administration

 

  1. SCOPE OF WORK

The scope of this work involves organising and delivering DHIS training to a group of approx. 10 people from MoHCDGEC and DUP to support the trainees to develop necessary competence. The work will involve:

  1. Understanding knowledge gap for the intended trainees.
  2. Adapt training course and materials to address the needed competencies on DHIS2.
  3. Deliver training and at the end of the training, offer certificate of completion to trainees who participated fully on the training

  1. TRAINING MODALITY

The training modality will be physical hence the need to consider potential travel and associated costs to designated venue for training within Tanzania.

 

  1. EXPECTED TIMELINE

This work is expected to take maximum of 25 working days.

Required Experience
  1. An individual with demonstrated understanding and technical skills in DHIS2 and delivering training courses.
  2. A post graduate degree in public health and or health informatics will an added advantage.
  3. Strong analytical skills
  4. Strong experience and understanding of operation of routine health management information system in Tanzania and African regions.
  5. Three references on related undertakings preferably from Ministry of Health Community Development, Gender, Elderly and Children (MOHCDGEC) or health sector partners who are supporting the Government of Tanzania
