The Data Use Partnership (DUP) is a Government-led initiative that is improving the national health care system through better use of health information. DUP aims to strengthen the digital health and build local capacity so that everyone - from government policy makers to health workers to patients - can use health information to make more informed decisions, leading to a healthier Tanzania.

The DUP supports the implementation of Tanzania's Digital Health Investment Road Map, and the Digital Health Strategy 2019-2024. The Road Map outlines 17 investment recommendations for using data to improve health services and outcomes. Specifically, these recommendations aim to build robust health information systems, increase data use to identify and solve problems, measure performance and allocate resources; and for health workers use data to track clients, support clinical decisions and provide services efficiently and build local capacity in technology and governance.

Included within the Investment Roadmap is the work to strengthen systems for management and supervision of facility performance. A key part of this work is use of a digital system to facilitate health facility supervision processes, before, during and after the supervision visit, and to manage and facilitate the use of facility supervision data.

Facility Supervision digital system development leveraging open source technologies and DHIS platform is underway. The Government of Tanzania now wishes to develop job aids and reference materials that are aligned with the digital system towards integrating improved data - driven practices in performance management of health services.

  • OBJECTIVE

Government of Tanzania and PATH Tanzania are seeking to engage a consultant with demonstrated skills to undertake the work of developing job aids and concise reference materials. The partner will work very closely with DUP team and under leadership of MoHCDGEC in a short period consultancy.

  • SCOPE OF WORK
    • Reviewing existing literature on supportive supervision: relevant policies, facility supervision digitalization roadmap, health information system and supportive supervision guidelines and current job aids and further reference materials.
    • Review of relevant literature on data - driven performance management of healthcare system/ services from local, regional and global health institutions.
    • Reviewing to understand the newly digital supervision system.
    • Present an inception document that will stipulate the approach/ methodology to develop relevant, appropriate and concise job aids and reference materials.
    • Develop draft job aid and reference resources that are informed by the understanding in (a, b, c) above
    • Gather input and feedback from the government and all partners supporting digital health, health workforce training and quality assurance initiatives.
    • Finalise the job aid and reference materials based on comments and feedback.

NB: There will be a requirement to present the work during progress to meetings involving the government and stakeholders

Due to the nature of the assignment, involving the Government closely, there will be expected travels and associated costs to stakeholders’ and consultative meetings and workshops.

Required Skills

Required Experience

  • An individual with demonstrated understanding and skills in supportive supervision systems in health with approved experience in working with Ministry of Health, Community Development, Gender, Elderly and Children (MoHCDGEC).
  • A post graduate degree in public health or health informatics or any other health related fields
  • Strong analytical and writing skills
  • Strong experience and understanding of operation of routine health management information system in Tanzania and African regions.
  • Three references on related undertakings preferably from Ministry of Health Community Development, Gender, Elderly and Children (MOHCDGEC) or health sector partners supporting the Government of Tanzania
