Responsibilities

May provide expertise to other national office professionals, support staff and FCP staff/volunteers to ensure that Frontline Church Partners are adequately informed and equipped to provide holistic development to caregivers, children and youth.
  • May facilitate the identification of resource components (internal and external) for specific child development strategies and plans in support of partnership facilitator efforts with FCPs. May provide information to management and other decision-makers regarding allocation of appropriate resources. May provide input to and/or develop Interventions for funding within area of expertise.
  • Designs, implements, and monitors specific holistic child development strategies and interventions. Serves partnership facilitators by providing capacity-building and child/youth/caregiver engagement activities in area of expertise. May contextualize portions of curriculum relevant to their expertise or other resources for child and youth development. Works with partnership facilitators by ensuring intervention records, reports, and other documentation are accurate, complete and delivered to appropriate stakeholders.
  • Reviews data, reports and utilizes findings to support management and key stakeholders in improving program initiatives, interventions and child outcomes.

Tanzania Research Associate

Consultancy (~144 days from 1 December 2021 to 31 December 2022)

Introduction

The RTI International Center for Global Noncommunicable Diseases is the research partner for the World Diabetes Foundation’s Diabetes Compass. The new initiative aims to develop a digital tool to support practitioners in low- and middle- income countries to improve the care of people with diabetes. The first phase is the creation and testing of this tool will start in November 2021 and will be completed by December 2022. It is anticipated that a following phase of evaluation will occur in 2023 through to end of 2024 with further consultancy support required from the postholder. RTI will be working in Sri Lanka, Tanzania, and Mexico to undertake formative research to inform and guide the tool development process, and to design and undertake an evaluation of pilots of the tool application. Consultants in each country will support us in liaising with stakeholders and coordinating, setting up, and conducting the research.

Scope of Work

  • Support the planning of, and conduct the country research activities to a high quality standard
  • Liaise with stakeholders to ensure the successful participation and conduct of research
  • Liaise with any sub-contractors in undertaking the research activities to a high quality standard
  • Facilitate collection of data through in-country research activities, in collaboration with one another and the Team Lead (TL)
  • Prepare analysis from the research, in the formats required
  • Regularly discuss project activities with the Team Lead
  • Contribute to reports and other written outputs produced by the Team Lead as required

Deliverables by project phase

Ongoing

  • Contribute to TL’s monthly summary reports to RTI team in format to be determined together
  • Participate in regular check-in meetings with RTI team and country liaison staff

Rapid Insights Generation

  • Prepare list of 6 stakeholders available for key informant interviews, including names, brief biographies
  • Conduct 6 key informant interviews and provide written transcript in English for analysis
  • Review transcripts to produce brief report on emerging themes and contribute to further analysis with RTI
  • Support TL’s preparation of documents for IRB submission

Formative Research

  • Support TL to coordinate patient (2) and provider pathway (2) workshops, including identifying participants, coordinating logistics, and recording data

N.B. The format and content of these workshops will be developed by RTI, and an RTI staff member will be present to co-facilitate with the TL.

  • Identify a list of frontline health providers in participating health facilities who can participate in a one-day observation, including their names, facility, job role, and other characteristics to be specified.
  • Coordinate logistics and conduct 2-3 provider observations in partnership with the Research Associate, including securing consent from the participant and any needed facility supervisors and completing data collection to be shared with RTI.

N.B. The observation methods and data collection framework will be developed by RTI. Data collection will be divided between the TL and RA based in a manner to be agreed.

  • Coordinate logistics for 2 behavioral insights workshops, including identifying participants, managing scheduling, and preparing needed materials.

N.B. The workshop agenda and scenarios will be developed by RTI with input from country staff.

  • Conduct preliminary analysis of provider observation and behavioral insights workshop findings, to be shared in a brief report with RTI.
  • Coordinate data collection for the user and environmental characteristics survey, including reviewing the survey questionnaire and supervising sampling and data collection.

N.B. The survey and methods will be developed by RTI with input from country staff.

  • Provide input on data sources for environmental scan on digital landscape assessment.
  • Identify a list of 4-6 individuals who can participate in interviews on the current digital health landscape.
  • Conduct 4-6 key informant interviews and provide written transcript in English for analysis.

N.B. The interview guide will be provided by RTI.

  • Provide input on updated SWOT analysis to be prepared by RTI.

Research for solution design and testing

  • Coordinate logistics and qualitative data collection for user testing of Diabetes Compass, to include approximately 12 focus group discussions and 8-12 individual interviews.

N.B. The focus group discussion and interview guides will be provided by RTI and Manyone.

Development of evaluation framework

  • Review and input into theory of change and evaluation framework for Diabetes Compass implementation.

Person Specification

Research Associates (2) will have experience conducting health-related research and a good understanding of both quantitative and qualitative methods. Associates will be local nationals who are familiar with the issues related to noncommunicable diseases and health system development. Research Associates will provide operational support to the Team Lead consultant in planning and conducting research and liaising with stakeholders.

Chemonics seeks a Chief of party for the anticipated five-year, $25-50 million USAID-funded Tanzania Kilimo Tija activity. The project, currently anticipated to begin mid-2022, is expected to increase the competitiveness and inclusiveness of horticulture market systems. Incorporating a holistic approach to poverty reduction, Kilimo Tija is also expected to engage women and youth in new market roles, while improving the nutritional status of Tanzanians altogether. Responsibilities:

  • Provide leadership, technical direction, and management oversight for all project activities and results
  • Provide overall vision and strategy for the implementation of the project, ensuring all project components are integrated and mutually reinforcing
  • Serve as the primary liaison between the project and USAID, the government of Tanzania, and international and local partners
  • Ensure alignment and complementarity of program activities and design with USAID's strategy and portfolio of programs across Tanzania as well as the Tanzanian government, the private sector, and other donors
  • Ensure project compliance with all contractual, financial and administrative requirements, with support from the home office and operations/finance teams

Qualifications:

  • Minimum of five years of experience managing complex horticultural and/or agricultural development programs with a market system, value chain development, and/or private sector focus, preferably within an African context
  • Prior work experience in Tanzania and/or East Africa
  • Strong communications and interpersonal skills, with evidence of ability to productively interact with a wide range of stakeholders, including government, private sector, NGOs, academia, civil society and research institutions
  • Familiarity with market systems development including finance, input supply, output markets, extension, and access to knowledge, with a focus on strengthening local markets and service providers
  • Expertise in organizational development and demonstrated ability to mentor and strengthen the capacity of local government and local staff
  • Experience in group formation, provision delivery, and horticulture productivity, including knowledge of relevant technologies, improved practices, and integrated soil fertility and water management
  • Experience addressing issues of gender and youth, as well as expertise developing programming that enables the inclusion of women and youth in market systems development
  • Familiarity with collaborative learning and adaptive (CLA) management
  • Ability to manage and leverage grants to achieve improved industry performance and increased benefits to female and youth actors

Overview Of The Functions Of The Post

Under the overall authority of the Head of Office and Representative of the UNESCO Dar es salaam Office, and the direct supervision of the National Professional Officer (Education for Health and Well Being) and the Associate National Project Officer (O3 Plus project), the Cluster Coordinators are responsible for providing direct support in the planning, implementation and monitoring of the Our Rights, Our Future, Our Lives (O3 Plus) project for the realization of positive health, education and gender equality outcomes for young people in Higher and Tertiary Institutions of Tanzania. Under the Cluster approach, the position will be based at lead university or college participating in the project. A Cluster comprises two institutions in the same geographic location by district or region. There will be dual reporting and accountability for the Cluster Coordinator, between UNESCO and host university.

Long Description

Specifically, the incumbent(s) will perform the following duties;
  • Working directly with university and college authorities, support the institutionalization of Comprehensive Sexuality Education (CSE), Sexual and Reproductive Health and Rights (SRHR) service provision and prevention of / response to sexual and gender-based violence for young people in tertiary institutions, including Young People Living with HIV, young people with disabilities and other vulnerable groups;
  • Support the capacity building of the Higher and Tertiary Education Institutions (HTEIs) to deliver quality and effective CSE through training of health care workers, lecturers, tutors, and peer educators/mentoring programs;
  • Facilitate capacity strengthening of campus health facilities to offer a trusted standard package of youth-friendly health services for students, along with sustained referral mechanisms to specialist care and support services as needed;
  • Coordinate and liaise with all SRH/CSE/GBV stakeholders to ensure wide coverage of programme service delivery for increased uptake and impact;
  • Re-invigorate existing structures to ensure students have access to comprehensive SRHR information and services through strengthening collaboration between HTEIs and relevant ministries, facilitating mobile health services and ‘in-reach’ programs by external service providers and implementation of a scorecard framework for assessing quality of service provision;

  • Support the development, implementation and effective enforcement of laws and policies to protect students from sexual and gender based violence that they may encounter in and around campus;
  • Contribute to the establishment of a knowledge-sharing platform, providing an opportunity for institutions to collaborate, network, share knowledge and provide collective suggestions on issues related to health and well-being, practice and programs and evidence-based research;
  • Establish cluster-level working groups including staff/senior leadership, student representation and active Civil Society Organization (CSO) service providers;
  • Lead the compilation of SRH/CSE/GBV innovations, stories of change and learnings for sharing in relevant local and national level Education, HIV, SRH, Gender and other important platforms;
  • Coordinate CSE/SRH monthly and quarterly work plan review meetings at cluster level;
  • Ensure timely narrative and financial reporting on project and budget portfolio falling under the incumbent's responsibility, both within UNESCO and to external donors as appropriate;
  • Support operations research, monitoring & evaluation around CSE/SRH for young people in tertiary institutions to enhance evidence-based planning and implementation of programmes;
  • Any other duties as may be reasonably required by UNESCO and HTEIs leadership.
