Job Title: ASSISTANT PROCUREMENT OFFICER
Reporting to: PROCUREMENT MANAGER
Location: DAR ES SALAAM


Job Purpose:
Ensure that PSI procures the right products and services at the right time, quantity, and price by
following PSI policies and procedures.

Duties and Responsibilities:
  •  Procurement of various services and expendables for the Organization
  • Ensure that purchase requisition have been correctly converted into purchased order in a timely manner
  • Evaluate quotations from local suppliers, compile comprehensive bid analysis and ensure approval by respective signatories and budget holders prior to preparing orders
  • Follow up with suppliers and update user divisions/departments about the status of their  orders to ensure awareness
  • Record approved invoices in the register and Excel spread sheet, before sending to finance department for payment
  • Ensure that approved purchase order has been sent to the supplier via email of hand and copy to procurement team and the requesting department
  • Follow up for VAT exemption certificate
  • Manage vendor relations and vendor performance issues in respective area
  • Ensure that procurement records are well maintained and properly filed
  • Follow up invoices from vendors, records approved purchase orders in the register and Excel spread sheet before sending it to finance department

Academic and Professional Qualifications
  •  Degree in Procurement/Supply Chain or any other related field
  • Registration with professional board Procurement and Supplies Professionals and Technician Board (PSPTB)
  • Experience in Procurement of not less than two years
  • Excellent interpersonal and communication skills
  • Excellent oral and written communication skills in both English and Swahili

Sickle Cell Programme is a research programme in the Department of Haematology and Blood Transfusion at Muhimbili University of Health & Allied Sciences (MUHAS) in Dar-esSalaam, Tanzania. The programme conducts biomedical research, support health care, advocacy and training. The Sickle cell Programme has an employment opportunity for highly motivated and results-driven individual.

ADMINISTRATIVE OFFICER 
Reports to the Principal Investigator (PI) 

ROLES & RESPONSIBILITIES 
1. Providing administrative support principally for the Principal investigator (PI) 
2. Manage the PI’s diary on daily, weekly and monthly basis 
3. Logging, processing and disseminating correspondence for the PI’s. 
4. Reviewing communication directed to PI and where appropriate summarizing, responding, initiating, fact-finding and or referring the matter to the appropriate officials. 
5. Drafting standard correspondence; producing letters, papers, reports and other documentation to the highest standards of presentation; 
6. Advance planning and logistical support for meetings (e.g. preparation of weekly schedules of visits and meetings, preparing agenda, briefing papers etc); 
7. Provide support to the PI for visitors to the Sickle Cell Programme. 
8. Acting as the first point of contact in the PI’s office for all internal and external enquires by telephone and in person. These enquiries are frequently of a confidential and/or sensitive nature and require understanding and discretion. 
9. Responsible for the PI’s national/ international travel requirements including arrangement of accommodation, cars/taxis as required; managing all travel using the project approved travel providers via electronic booking system; researching and reserving domestic/ international flight reservations; ensuring that VISAs are applied for when required. 
10. Manage HR, management, financial issues related to the PI. 
11. Ensure proper documentation of the office documents related to the PI. 
12. Perform any other duties as assigned by senior management in the Sickle Cell Programme.



QUALIFICATIONS, SKILLS AND EXPERIENCE
1. University degree in Public Administration, Human Resource Management, Business Management and other related field. 
2. A minimum of two (2) years’ experience in relevant field. 
3. Excellent written and spoken English & Kiswahili 
4. Computer literateliterate

BASIC FUNCTION OF POSITION
This position is responsible for driving U.S. Government-owned vehicles carrying passengers and cargo. Serves as a chauffeur in the U.S. Embassy Motor Pool with responsibility for seeing to the safety and comfort of passengers in transit and security of cargo when transporting supplies and equipment.
Acts as a messenger in delivering invitations and other various documents. The position is directlysupervised by the Deputy Motor Pool supervisor.

MAJOR DUTIES AND RESPONSIBILITIES
(70%) Chauffeur Operates motor vehicles
(20%) Motor Vehicles Operations and Maintenance
Responsible for the safety operation and maintenance of the assigned vehicles. Responsible for the proper loading and unloading of the vehicle and security of cargo in transit. Cleans and inspects the vehicle before, during and after each trip. Reports to the dispatchers of any vehicle defects. Ensures that the vehicle has an adequate supply of fuel (min 50% full tank), oil and coolant. Delivers the vehicle to the garage for preventive maintenance.
(10%) Records Management Makes daily entries on trip tickets, vehicle inspection reports, and fuel purchases in ILMS/FMIS.
Completes daily vehicle inspection logs. Immediately reports to the Dispatcher and the American officer of accidents. Prepares accident reports as early as possible.

QUALIFICATIONS REQUIRED

a. Education:
Completion of Primary School is required.

b. Experience:
Three years of experience driving passengers (core duty of the position) from private corporations

d. Skills and Abilities
Class C & E driver’s license is required.
